Born April 5, 1935 in New Jersey, he was a son of the late Arthur Campbell Phelan and the late Carmela Nori Phelan.
Arthur was a Plant Engineer with AT&T. He was predeceased by his first wife the late Dorothy Phelan and second wife the late Barbara Phelan.
Arthur enjoyed building model airplanes and gardening.
He is survived by a daughter: Debra Phelan-Hoffman and her husband Brian, 2 grandchildren: Eric Hoffman and Matthew Hoffman; a brother: Richard Phelan and his wife Blanca, a sister: Susan Tietjen and her husband Werner; two stepchildren: James Vincent Costanza and Angela Rose Stejakoski; two step -grandchildren: Allyson Stejakoski and Dyllon Stejakoski.
A private graveside service will be conducted. The family will have a memorial service at a later date.
